RE: The tariff classification of rayon staple fibers from China

Dear Mr. Murray:

In your letter dated May 23, 2017, you requested a tariff classification ruling.

You submitted a photograph and descriptive literature for a rayon staple fiber. It is a cellulose fiber having a denier of 1.1 x 38mm, white in color and packed in 500 pound bales. The fibers will imported for the purpose of being imported and spun into yarn on a commercial basis. The applicable subheading for the rayon staple fibers will be 5504.10.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for artificial staple fibers, not carded, combed, or otherwise processed for spinning: of viscose rayon. The rate of duty will be 4.3 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
